Newport Classic Tournament Rules
This Tournament shall be played under
FIFA rules as modified by USYSA and CYSA-S. All decisions
and calls of tournament referees are final. No Protests will
be allowed. The designated Field Marshall or Tournament Director
will resolve any situation not covered by the rules.
CYSA Approval Form
Registration:
Teams must check-in in accordance with instructions provided
with acceptance. All players must be registered with USYSA
and have their laminated league passes and medical release
forms. A team is allowed up to 5 loan players with appropriate
papers. There will be no player additions after check-in.
Game Check In:
The Field Marshall or Referee will check player I.D. cards
and equipment prior to each game.
Players must wear shin guards to play. Home Team is listed
first in the schedule and will have choice of sides. In case
of conflict the home team must change jerseys. Home team
will supply the game ball. Failure to have 7 players available
within 5 minutes of scheduled game time constitutes a forfeit.
The winner will be awarded 8 points. (6 for the win, 1 for
a goal, 1 for no goals scored against.)
Game Length:
Preliminary & Semi-finals: Game length for U-10 through
U-14 will be 25-minute halves. U15 through U19 will be 30-minute
halves. Five minutes for half time. Finals will be regulation
time. There will be no time allowance for injuries.
Format:
1. 6 Points for each win
2. 3 Points for each tie.
3. 1 Point for a shutout.
4. 1 Point for each goal scored up to a maximum of 3 per
game.
5. Zero points for a loss.
6. Minus 1 point for each player or coach ejected (red carded).
7. No shutout bonus point for a 0-0 tie.
Tie Breakers:
If teams are tied on points after preliminary games, the
following tiebreaker system will be used to determine the
quarter-finalists, semi-finalists and finalists as may be
applicable:
1. Head-to-head competition
2. Goals allowed
3. Goals scored
4. FIFA penalty kicks.
The same will also be used to determine Champions & Finalists
for those brackets playing Round Robin format where there
is no final.
Overtime will not be played in any preliminary & semi-final
games. Semi-finals will go directly to shoot-out. Finals
will have two 5-minute overtimes and a shoot out if required.
Substitutions:
Shall be unlimited and may be made with the consent of the
referee at the following times:
1. Prior to throw-in by the team possessing the ball.
2. Prior to a goal kick; by either team.
3. After a goal, by either team.
4. For an injured player.
5. For a yellow-carded player.
Awards:
Winner shall be presented with Team Championship trophy
and individual awards will be presented to both teams after
the championship match.
Coaches are responsible for the conduct of their players,
bench & spectators, and may be ejected based on conduct
of those for whom the coach is responsible. Any player or
coach ejected from a game will not be permitted to play in
the next scheduled match unless agreed to by the Tournament
Committee. The Tournament Director has the authority to make
decisions on any matters not specifically covered by these
rules & regulations.
