General Rules

1. Unless otherwise noted below, FIFA “Laws of the Game” and USYSA playing rules will be used.

2. All games will be considered final and no protests will be allowed.

3. Each team will be scheduled for three (3) games, with running time. Clocks will not stop for injuries. Referees will start the clock at the announced kickoff time.

4. The length of U10-U14 games is 50 minutes with a 5-minute half time.

5. The length of U15-U18/19 games is 60 minutes with a 5-minute half time.

6. The 10 point scoring system will be utilized with Teams be awarded the following points:

• Win = 6 points
• Tie = 3 points
• Loss = 0 points

7. Bonus points will awarded for all goals scored in a game, not to exceed a maximum of three (3) goals per game in the following manner:

• One (1) additional bonus point will be awarded for shutouts on game scores of 1-0 or greater.
• No shutout bonus points will be awarded for 0-0 ties.

8. In the event of a forfeit, for the purpose of determining score, the team which “wins by forfeit” shall be deemed to have won by the score of 1-0. Teams which forfeit any games will have all of its games played scored as 0-1 losses.

9. If there are two teams tied in points at the end of the preliminary rounds, the following tie-breaker procedures will be implemented to determine a winner:

• Winner of head to head competition
• Goals against with the lowest being declared the winner
• Net goals which shall be calculated as goals for minus goals against up to a differential of 3 goals per game
• FIFA penalty kicks

If three or more teams are tied, the same tie-breakers will be used.  Once one team is eliminated, the two remaining teams go back to the top of the tie-breakers to determine a winner.

10. All semi-final games that determine teams to play in championship games that end in a tie will be decided by FIFA penalty kicks.

11. All Championship games that end in a tie will be decided by playing two (2) 5-minute golden goal overtime periods. Any Championship game still tied at the end of the two- (2) 5-minute golden goal overtime periods will be determined by FIFA penalty kicks.

12.  Teams will be bracketed as evenly as possible and as teams permit.  If you wish to play up in age or in a specific bracket, please specicy on your application.

In the event of multiple brackets, they will be designated as follows:

BLUE - Top Bracket

• WHITE - Middle Bracket

• "BLANK" - Lower Bracket

Game Procedures

1. All teams must provide properly laminated 2005-06 USYSA, league, state passes or necessary loan and/or travel papers as required.  (2006-07 will not be accepted).  All teams outside CYSA-South are required to have proper travel papers.  Age brackets will be based on the current 2005-06 age guidelines.

2. A team shall consist of at least eight (8) players. Player cards will be checked and roster verified upon check-in and before each game.

3. Unlimited loan players will be permitted with a maximum of eighteen (18) players (14 for U10) on the roster. 

4. Home team will be listed first on the schedule and will have the choice of playing direction or kickoff. If a tournament ball is not provided, the home team shall provide the game ball.

5. Home team will position team and spectators on the North or West Side of the playing field.   Home team shall change jerseys on conflict of team colors as determined by the referee.

6. All players must use appropriate shin guards and no jewelry will be allowed.

7. Unlimited substitutions will be allowed under the following guidelines:

• Prior to a throw-in by team possessing the ball
• Prior to a goal kick by either team
• After a goal by either team
• For any injured player
• For any cautioned player (at coach’s discretion)

Discipline

1. Any player and/or coach that are ejected from the field through a Red Card will be suspended for the next game. No protests allowed, the decision will be final.

2. Dependent upon the severity of the Red Card, the player and/or coach may be suspended for the remainder of the tournament. No protests allowed, the decision will be final.

3. One point will be deducted for each Red Card that is received. A team may be assessed negative points for a game if it is appropriate.

Awards

1. All Champions and Coaches will receive a championship T’Shirt.
2. All players and Coaches participating in a Championship game will receive a tournament Medal.

Refunds

- Teams dropping prior to the application deadline will receive a 100% refund minus any credit card charges.

- Teams dropping after the application deadline will receive a partial refund if a replacement team is on the waiting list or one is located.

- Teams dropping after the application deadline will not receive a refund if a replacement team is not located.

- The tournament committee will do everything in its power to locate a replacement team and get a refund processed to teams that have to drop.
